The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20 of the Alaska Administrative Code dealing with regulations of the Alaska state financial aid programs and postsecondary education institutions (AS 14.43 and 14.48), including the following:
· clarify federal program references (20 AAC 15.170; 15.700 and 15.990);
· clarify application process and requirements for Alaska Supplemental Education Loan (20 AAC 15.715; 15.720);
· clarify computation of loan award (20 AAC 15.735);

ACPE NOTICE OF FILING AND EFFECTIVE DATE
Regulations were adopted July 29, 2011, that revise regulations of the Alaska education loan programs and postsecondary education institutions, including eligibility for grant award, institution eligibility for grant program, disbursement of grant awards, criteria for institutional authorization exemption, clarification of application process for grant program, clarification of disclosure requirements of institutions, and to make general housekeeping and conforming changes.
This action is not expected to require an increased appropriation.
Although no public comments were received, the Alaska Commission on Postsecondary Education paid special attention to the cost to private persons of the regulatory action being taken.
The regulation changes described in this notice take effect October 3, 2011, and will be published in Register 200, January 2012.
