The Alaska Commission on Postsecondary Education (ACPE) and the Alaska Student Loan Corporation (ASLC) are partner organizations with a combined mission to provide the citizens of the State of Alaska with access to the benefits of higher education at the lowest possible cost. ACPE was created and funded by the Legislature in 1974 to centralize planning for higher education and administer financial aid programs. In 1987, ASLC was established by the Legislature to fund the Commission's programs through tax-exempt bond sales. ACPE offers a suite of financial aid and outreach products and services under the AlaskAdvantage umbrella designed to increase Alaskans' access and success in higher education and training through four primary service areas:
The Commission consists of a fourteen member body established by law, representing both the public and private sectors. Through the direction of the Commission, the Executive Director and staff establish policies for state programs designed to increase access to higher education, approve the operation of postsecondary education institutions in Alaska, and represent and serve as liaisons for it stakeholders; Alaska's communities, students, schools, employers, etc. ASLC is a public corporation and governmental instrumentality, but has a legal existence independent of and separate from the State. The Corporation is governed by a Board of Directors, consisting of two members of the Commission, and the Commissioners of Revenue, Administration, and Commerce, Community, and Economic Development. The members of the Board who represent the Commission serve on the Board at the pleasure of the Governor, subject to their incumbency on the Commission. The supervision of the administration of ASLC activities is delegated to the Executive Officer, who is also the Executive Director of the Commission. The Board's primary responsibilities are to oversee and authorize the funding of the Corporation's education programs, oversee investments and set investment policies, and set loan fees, interest rates and benefits.
