11/28/2017 – NOTICE OF PROPOSED REGULATION CHANGES OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION
The Alaska Commission on Postsecondary Education proposes to amend, adopt, and repeal regulations relating to the terms and conditions of the Alaska Supplemental Education Loan Program, the Alaska Education Grant Program, the Alaska Performance Scholarship Program, and the WICHE Professional Student Exchange Program.
The Alaska Commission on Postsecondary Education (ACPE) proposes to amend, adopt, and repeal regulations in Title 20, Chapters 15, 16, and 18 of the Alaska Administrative Code, dealing with terms and conditions including the following:
(1) 20 AAC 15.700(a) will be amended to reflect a change in the name of the federal loan program and an amendment to clarify the Alaska Supplemental Education Loan is available to help pay allowable costs of attendance.
(2) 20 AAC 15.705(c) will be amended to allow the Alaska Student Loan Corporation to set the FICO score and other eligibility criteria for applicants or endorsers under the Alaska Supplemental Education Loan Program.
(3) 20 AAC 15.715(a) will be amended to reflect the use of the acronym for the Free Application for Federal Student Aid (FAFSA).
(4) 20 AAC 15.785 will be amended to reflect a change in the description of eligible schools that are authorized to participate in federal student aid programs under 20 U.S.C 1070-1099d.
(5) 20 AAC 15.910(a) will be amended to remove the term AlaskAdvantage from the consolidation loan program.
(6) 20 AAC 15.910(2) is amended to correct the applicable subsection.
(7) 20 AAC 15.910(e) will be amended to remove AlaskAdvantage from the title of the Alaska Education Grant Program.
(8) 20 AAC 15.922(e) will be amended to address an institution's requirement to verify a student's eligibility prior to each disbursement.
(9) 20 AAC 15.922(k) will be amended to eliminate the names of specific commission-approved electronic funds transfer (EFT) programs and replace those names with a statement that EFT methods must be approved by the ACPE.
(10) 20 AAC 15.940(j) will be amended to allow the Alaska Student Loan Corporation to set the FICO score and other criteria for cosigners
(11) 20 AAC 15.950(a) will be amended to reflect that disbursements will be made in equal amounts unless an institution designates alternate amounts, which do not exceed the total loan amount.
(12) 20 AAC 15.965(e) will be repealed and readopted to include a new subsection. The new subsection will permit the Executive Director to request and receive additional documentation of undue financial hardship resulting from the same medical condition exceeding five years in length.
(13) 20 AAC 15.990(14), setting out the definition of ASLNet, the name of the commission's previous internet financial aid packaging and delivery system will be repealed.
(14) 20 AAC 16.015(1) will be amended to accurately display the Free Application for Federal Student Aid.
(15) 20 AAC 16.030(a) will be amended to reflect the use of the acronym for the Free Application for Federal Student Aid (FAFSA) and the Institutional Student Information Record (ISIR).
(16) 20 AAC 16.040 will be amended to add a new subsection requiring institutions to maintain documentation of verification of the identity of the student receiving any grant money.
(17) 20 AAC 16.215(d) will be amended to permit the executive director to consider applications from students submitting a completed FAFSA or a completed alternate application provided by the commission after June 30, but before the end of the school year.
(18) 20 AAC 16.220(c) will be amended to describe "half-time enrollment" instead of "part-time enrollment."
(19) 20 AAC 16.250 will be amended to set out allowable costs of attendance for students enrolled full-time or on-time.
(20) 20 AAC 16.250 will be amended to add a new subsection to set out allowable costs of attendance for students enrolled less than full-time.
(21) 20 AAC 15.990 will be amended by adding a new subsection to provide a definition of "vocational program" or "vocational certificate program."
(22) 20 AAC 18.025(c), regarding the non-award of education loans under AS 14.43.091-14.43.160 or AS 14.43.170-14.43.075 to that person who receives a Professional Student Exchange loan for the same period of attendance, is repealed.

The Alaska Student Loan Corporation proposes to amend and repeal regulations on applicant eligibility relating to the Alaska Education Loan Refinancing Program.
The Alaska Student Loan Corporation (ASLC) proposes to amend and repeal regulation in Title 20, Chapter 14 of the Alaska Administrative Code, dealing with applicant eligibility including the following:
(1) 20 AAC 14.225(a)(2) regarding state residency requirements at the time of application will be repealed. This change would allow applicants to utilize cosigners who are not state residents.
(2) 20 AAC 14.225(a)(4) dealing with an applicant's employment or ability to document a long-term source of income will be repealed. The commission has the authority to request additional documentation to determine the applicants eligibility under 20 AAC 14.225(c).
(3) 20 AAC 14.225(c) will be amended to include a provision for the commission to request additional documentation to determine the borrower's ability to repay the loan obligation.

NOTICE OF PROPOSED CHANGES TO ADOPT REGULATIONS DEALING WITH THE TERMS AND CONDITIONS OF A NEW LOAN REFINANCING PROGRAM OF THE ALASKA STUDENT LOAN CORPORATION
The Alaska Student Loan Corporation proposes to add regulations relating to a new loan program, the Alaska Education Loan Refinance Program, and the addition of a new chapter to permit related regulations to be located together within a single chapter.
The Alaska Student Loan Corporation (ASLC) proposes to add a new chapter to Title 20, Chapter 14. Alaska Student Loan corporation, adopt regulations in Title 20, Chapter 14 of the Alaska Administrative Code, dealing with the Alaska Education Loan Refinance Program, and to move certain regulations in Title 20 Chapter 15 to Title 20 Chapter 14, including the following:
(1) 20 AAC 14.200 – 20 AAC 14.215, Refinancing loan application requirements and processes, is proposed to create application requirements for the Alaska Education Loan Refinance Program.
(2) 20 AAC 14.220, Education loans eligible for refinancing, is proposed to define the types of loans eligible for inclusion in the refinancing program.
(3) 20 AAC 14.225, Applicant eligibility, is proposed to set out minimum requirements for an applicant to be determined eligible to borrow under the refinancing program.
(4) 20 AAC 14.230, Conditions and limitations of refinancing loans, is proposed to define the amount of the refinancing loan and recognize ASLC's ability to establish minimum and maximum loan amounts.
(5) 20 AAC 14.235, Interest rates and fees, is proposed to establish ASLC's ability to set interest rates and fees for the refinancing program.
(6) 20 AAC 14.240, Terms of repayment, is proposed to establish repayment term lengths and minimum monthly payment amounts for the refinancing program.
(7) 20 AAC 14.900, General Provisions, is proposed to establish general provisions applicable to 20 AAC 14.
(8) 20 AAC 15.810 to 20 AAC 15.890 is proposed to be repealed. The intended effect of this repeal is to permit and conform to the readoption these regulations in new chapter 20 AAC 14.

Regulations were adopted at the October 22, 2015 Alaska Commission on Postsecondary Education (ACPE) meeting to revise Title 20 Chapter 15 of the Alaska Administrative Code. ACPE has amended its regulations dealing with regulation of Alaska state financial aid programs, including to revise federal poverty guidelines to the most current guidelines and to make general housekeeping and conforming changes.

The Alaska Commission on Postsecondary Education proposes to change regulations relating to the Alaska state financial aid programs
The Alaska Commission on Postsecondary Education (ACPE) proposes to adopt regulation changes in Title 20 Chapter 15 of the Alaska Administrative Code dealing with regulation of the Alaska state financial aid programs (AS14.43), including the following:
- Update federal poverty guidelines (15.915); and
- General housekeeping and conforming changes

RFP 2015-0500-2833 Alternative (Non-federal) Education Loan Collection Services
The Department of Education and Early Development, Alaska Commission on Postsecondary Education, is soliciting proposals for defaulted education loan collection services. The loan portfolio consists of alternative loans that have never been federally guaranteed.
The loans ACPE intends to place with a Contractor are not federal education loans subject to Title IV regulations, but are alternative loans subject to State of Alaska regulations. Loan terms, interest rates, and maximum loan amounts vary depending on the year of inception and the loan type. Loans include both fixed interest rates and variable interest rates.

Proposals must be received no later than 1:30 P.M., Alaska Time on January 12, 2015. Electronically submitted proposals are preferred. Oral proposals are not acceptable. NOTICE OF REQUEST FOR PROPOSAL OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION
RFP 2015-0500-2693 Grant and Scholarship Servicing System
The Alaska Commission on Postsecondary Education (ACPE) is soliciting proposals for a contractor with the appropriate experience and skills to develop and implement a grant and scholarship servicing system. The system will house confidential student data from multiple sources for the purpose of awarding State grant and scholarships to eligible recipients.
Recent legislation provides for significant changes to the Alaska Education Grant (AEG), the requirements for which have not yet been fully identified, but which are expected to result in a full program redesign. To implement the changes, ACPE is seeking to purchase a new grant and scholarship servicing system to service the grant and the state's existing Alaska Performance Scholarship (APS). More information about the Alaska Education Grant can be found at acpe.alaska.gov/STUDENT-PARENT/Grants_Scholarships/Alaska_Education_Grant and the Alaska Performance Scholarship information can be found at aps.alaska.gov.

NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA STUDENT LOAN CORPORATION
The Alaska Student Loan Corporation proposes to adopt regulation changes in Title 20 Chapter 15 of the Alaska Administrative Code dealing with regulations relating to the Alaska state financial aid programs (AS 14.43), including the following:
• allow the ASLC increased flexibility to set interest rates (20 AAC 15.189); • amend dates after which interest rates may be set to allow for earlier notification (20 AAC 15.855); • allow for the ASLC to annually set an origination fee (20 AAC 15.855); • generally describe relevant factors ASLC may consider when establishing fees and rates for loans (20 AAC 15.855); and • make general housekeeping and conforming changes. You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Executive Officer of the Alaska Student Loan Corporation, P.
